States Department of the Interior Bureau of Land Management                                                                     
implement an oil and gas leasing program in the coastal plain of the                                                            
Arctic National Wildlife Refuge, was engrossed, signed by the                                                                   
President and Secretary and transmitted to the House for                                                                        
consideration.
